PMU Management  greatly appreciates your valuable feedback and I encourage all participants to provide genuine comments. Let us now shift our focus to the specific matter you raised.

  •  As we are all aware, this program has been designed with the aim of enhancing the progress of the project. Therefore, implementing this program has proven to be effective, and I can see that you also concur with this viewpoint.

  •   Now, let us address your concern regarding the perceived costliness of the program. On this matter, we find it difficult to agree, and I will outline the reasons for our disagreement:

  • Firstly, it is crucial to recognize that effective team building among all officers is an essential aspect of this project. In order to establish a proactive working team, it is necessary for all members to physically convene. If we were to arrange a venue with limited appealing facilities, some officers may lack the motivation to attend. Consequently, we would be compelled to exercise our official authority to mandate their attendance, which is counterproductive for a project of this nature involving multiple organizations.

  • Furthermore, the selection of locations and accommodations for this workshop adheres to the established procurement methods accepted by international organizations. As this project is subject to monitoring procedures that comply with internationally accepted standards, we must acknowledge and adhere to these regulations. Although it may appear that there are numerous cost-cutting alternatives and more affordable options available, as a project funded by foreign sources, we are obligated to abide by the prescribed rules and regulations. It is essential for us to strike a balance between adhering to the existing guidelines and our perception of what may be deemed economical. Auditors scrutinize our compliance with the agreed-upon standards. For instance, consider a scenario where we identify a significantly inexpensive venue with limited facilities. However, if this selection does not align with the accepted legal procurement procedures, we are unable to secure it for the workshop. Therefore, we must carefully navigate this delicate balance.

  • Lastly, I invite you to pose any further inquiries or seek additional clarifications. I am open to engaging in a thorough discussion with you on this matter.
